Who is Mary Joice R. Carasco?
Mary Joice R. Carasco is a PRC-licensed Professional Food Technologist and Food Safety & Regulatory Consultant in the Philippines. She has 11 years of experience in quality assurance, food safety systems, FDA registration, documentation and logistics, across food manufacturing, trading and government.
What services does she offer?
Help with food safety management systems (FSMS, including FSSC 22000 and ISO 22000); Philippine FDA License to Operate (LTO) and Certificate of Product Registration (CPR) applications; U.S. FDA registration (DUNS/UFI, SID and food facility registration) and China GACC registration for exporters; HACCP, cGMP, Halal and Good Warehousing Practices programs; quality assurance and quality control setup; internal audits and document control; and food safety training for teams.

She is a licensed Professional Food Technologist (Professional Regulation Commission, August 2026) and a Career Service Professional eligible (Civil Service Commission, March 2026), and holds a Bachelor of Science in Food Technology from Cavite State University (2011–2015).

She works with food businesses across the Philippines and is open to projects and collaborations internationally. Much of the document, registration and advisory work can be done remotely.

She has worked as an independent Food Safety & Regulatory Consultant since 2023. Her roles also include Administrative Officer V and head of the Quality Management Section at the DSWD National Resource and Logistics Management Bureau; Technical Support Specialist at Hamburg Trading Corporation; Quality Assurance Supervisor at Sambel Pacific Corporation; and Quality Assurance Officer at Zenarosa Food Corporation and MGM Blendwell Corporation.
Does she work with small and home-based food businesses?
Yes. Many small producers simply need someone to explain the steps and help organise their documents, and she is happy to start from wherever a business is.
Can she help with FDA registration of food products in the Philippines?
Yes. She has handled LTO and CPR applications for a food trading company and completed the FDA Training on Food Product Registration and Other Authorizations and Core Processes (TFPR-ACP) in November 2024.
Can she help a food business export to the United States or China?
Yes. Her skills include US FDA Food Facility Registration and GACC registration for China, and she can help prepare the technical documents overseas buyers usually request.
Can she train our staff on food safety?
Yes. She has been a resource speaker for annual company and personnel trainings and can run practical sessions on cGMP, HACCP awareness, good housekeeping and pest awareness, in Filipino or English.
